The US Navy's biggest corruption scandal erupted with sexual overtones.
The Washington Post, citing US Department of Justice on the material reported to account for corruption, eight officers of the Navy and the US Marine Corps. They are accused of fraud Singaporean contractor. This episode - just the tip of the iceberg: the US military justice system suspected of impropriety over 200 naval officers, including 30 admirals.
The scandal, which is devoted to an article in the Washington Post, flared up over the past few years. He is involved in corruption in the US Navy logistics system in the Western Pacific, where Glenn Marine Group, one of the main contractors, was established, based in 1946 in Penang, Malaysia. For many years the company has provided the services of a shipchandler - a supplier of food, water, fuel, electricity, a garbage collector, as well as other supplies and port services, gradually extending its activities from Penang to many other ports in different countries.
According to available information, the company, which were part of Glenn Marine Group, provides services to the US Navy ships in the South-East Asia for a quarter century. The company's revenue in that time - hundreds of millions of dollars. According to US military justice, director and owner of the company, a Singaporean businessman Leonard Glenn Francis (known by the nickname "fat Leonard") provided to the business preferential treatment through systematic bribery of senior officers 7-th Fleet of the US Navy in the area which includes the western part of the responsibility of the Pacific ocean.
Problems like Francis himself, and collaborated with him in the Navy officers appeared on the background of attempts to Barack Obama's administration to cut US military spending when the controlling bodies interested in unnecessarily high prices in some contracts. It turned out that Leonard Francis involved in an elaborate scheme to bribe dozens of high-ranking naval officers, paying for lucrative contracts with corrupt military large sums of money, relaxing stay in expensive hotels, elite alcohol, luxury goods and the services of prostitutes.
To arrest Francis, the Americans conducted a large-scale covert operation involving several admirals who invited a contractor in the US allegedly to discuss new tempting contracts. The businessman came to the States, and 16 September 2013 was arrested in his hotel room overlooking the San Diego harbor - the main base of the Pacific Fleet of the US Navy. This was the first step in the operation involving hundreds of law enforcement officers from different countries in America, Asia and Oceania, detained and interrogated many suspects, and also seized the necessary documents.

Among the main difficulties, as noted by the American press, there was a risk of information leakage - US law enforcement agencies have already had information about bribery Francis not only soldiers, but also the security officers, who, in exchange for financial assistance to "merge" the businessman secret information about internal investigations.
The main corruption scheme was extremely simple: officers and admirals bribed by Francis chose ports for ports of warships where the corresponding services were provided by its companies. These services were generously paid for from the military budget allocated for the logistic support of the fleet.
Here are a few detained in the case of Francis:
- Commander Michael Mishevich - passed secret information about the planned comes to US Navy ships in the ports. Issue recommendations for the vehicles, which favored the ports controlled by Francis. He received "kickbacks" in the form of tickets for his family on the show "The Lion King" in Tokyo, flight and tickets for the concert of Lady Gaga, prostitutes.
- Employee service of the US Navy Criminal Investigation John Beliveau - gathering information about the company's Glenn defence Marine in the United States of the research activity (Asia) (GDMA, one of the companies included in Glenn Marine Group) and passed it to Francis in exchange for a three-week trip to Asia, laptop for his girlfriend and also prostitutes.
- Commander Jose Luis Sanchez - GDMA provided secret information about the movements of Navy ships. Francis paid him and his friends to party with prostitutes in different Asian hotels.
Not only a lot of money
Similarly, Francis paid off and with a senior intelligence officer of the US Navy Rear Admiral Bruce Loveless. In 2008, in Manila, during the visit to the Philippines of the 7 fleet's control ship Blue Ridge, five Navy officers participated, as the Washington Post said, in a "frenzied multi-day party with prostitutes' carousel" at the Shangri-La Hotel. The military drank all the available champagne "Dom Perignon". All the expenses, exceeding 50 thousand dollars, Francis took over. In addition, according to the publication, Francis regularly presented to his business partners hours worth 25 thousand dollars, Cuban cigars at $ 2,000 per box, cognac of a similar value, paid for hotel rooms at a price of 600 dollars per night. A scrupulous listing of prices in the article in the end begins to resemble Soviet satirical articles about moral degradation in the West, or, if we take the recent history of Russia, there are numerous corruption scandals around the Western Group of Forces in the first half of the 1990-ies.

In another case, it came even before the abuse of US military history. During a call, "Blue Ridge" to Manila in 2007, Francis organized several officers of the US Navy sex party in the room that once held General Douglas MacArthur, commander of the US Army in the Philippines. "Pertaining to General MacArthur furnishings used for sexual acts", - quotes the WP indictment.
The scale of what is happening is not limited to the moral and everyday disintegration of individual officers (or even groups of officers) and is confirmed by hundreds of e-mails found in Francis's correspondence from high-ranking naval officers, including thanks for the warm welcome. Among his clients were vice-admirals Robert Willard and Jonathan Greenert, commanded at various times by the 7 fleet, who later completed their service as commander of the US Navy in the Pacific and chief of naval operations respectively, retired as fleet admirals.
Willard and Grinert not yet started (at least officially) persons involved in "Leo Tolstoy" of the case, but refused to comment on the situation. In total, during the investigation of employees of US law enforcement agencies interrogated several hundred officers, including Admirals. More than 200 people, including 30 admirals, are under suspicion.

"The Soviets could not penetrate to us better than Leonard Francis, - quotes the WP anonymous officer of the US Navy. - He has the people skills of any provision. He buys you so fast that you do not even have time to understand it. At one time it extended its influence on the entire chain of command. KGB would not have done what he did "
How far will the investigation, "Leo Tolstoy" of the scandal and what it will lead is uncertain. Affairs of this magnitude, which fall under suspicion several generations of commanders and staff officers, most of the US Navy, was not yet in history.
