The head of the EU representation in Belarus Andrea Viktorin said that the EU urges Minsk to impose a moratorium on executions.
Belarus is the only country in Europe where the death penalty is applied. In 1996 was the abolition of the death penalty was imposed in Belarus on the national referendum. For the preservation of this kind of punishment then voted almost 80,5% took part in the plebiscite. The presence of death is called a major obstacle to restoring the special guest status of Belarus in the PACE.
"I call on the Belarusian authorities to replace all remaining death sentences on nonmortal establish an official moratorium on executions, thus making the first steps towards abolition of the death penalty," - said in a statement Victorine, published online Monday in the offices.
According to her, a moratorium would be a convincing step towards approximation of Belarus to the pan-European legal standards. The diplomat expressed hope that the new parliament, as well as the Belarusian mass media and opinion leaders will contribute to the national debate on the death penalty.
She stressed that the Constitution of Belarus shows that the death penalty is only temporary. "For 25 years of Belarus as an independent country it has undergone profound social changes. The number of grave and especially grave crimes decreased. Belarusian judges can now condemn them to a life sentence. I hope that the execution of a sentence, which took place in April, and the death penalty, handed down this year, will be the last in the history of Belarus ", - said Victorine.
In late June, the prosecutor's office of Belarus reported that the domestic courts have taken out three death sentences since the beginning of the year, last year - two. In 2009 and 2010 years issued two death sentences in 2011 year - three in 2013 year - four in 2012 and 2014's death sentences.
