And if people know their national language, which I will now also say, I consider this very important in fact, and they will then lag behind in the language of interethnic communication - in Russian, and teaching in the leading universities of the country is conducted in Russian, it seems to me , that it would be bad for children living in Tatarstan. Now to your question about the opposition, why does not it appear such that it would be competitive. The simplest thing for me would be to say that it's not for me to bring up competitors for myself.

And of course, I would very much like, I want and will strive for this, so that we have a balanced political system. And it is impossible to imagine it without competition on the political field.
Why do we have loud and active oppositionists, but they really do not constitute a real competitive power competition? You know, we have, to put it mildly, a great specificity in Russia has developed over the past decades. What is it connected with? Look, of course, very young people do not remember, do not even know what happened in 90 and at the beginning of 2000-ies, and can not compare with what has become now.
We have a lot of problems today. We are gathered here first of all for today here to talk about these problems, and we will talk without any varnishing about all the problems. If you will allow, very briefly the second question, which directly concerns Kaliningrad. Not so long ago you came to Kaliningrad, and the question was resolved about the Primorsky Ring - the continuation of the line from Svetlogorsk to Baltiysk. We have the last line from Baltiysk to Kaliningrad. It is also very important. If the first issue was financially all decided, then the second until the issue is open. Vladimir Putin: When the May decrees, if you remember, just came out, immediately began the "crying of Yaroslavna" about the fact that they are impracticable and that this is too much workload for budgets of all levels, that it will drag the development of the economy down that it is impossible to plan the increase of wages, that it is unacceptable, wages in the budgetary sphere first of all. Because wage increases in the budgetary sphere will inevitably have to increase wages in the economy, and labor productivity in the economy does not grow as fast as the growth rate of wages. You said about dilapidated housing. There was a task to eliminate emergency housing. These are slightly different categories. As for emergency housing, in general, the problem is almost solved, on emergency. But another thing is that we do not differ much from dilapidated ones sometimes from emergency ones. But we are now just talking about targets. Almost all regions have achieved emergency response.
Now another task was set - to provide children with places in kindergartens. It is also practically solved by 98,96 percent. At the beginning of this program we have about half a million children in need of places in kindergartens. Now in the overwhelming majority of regions of the Russian Federation this task has been completely solved. There are several regions where the work is not finished yet. The number of children waiting for places in the queue is 63 thousand. That is it was about half a million, now - 63 thousand. I am sure that we will close this matter shortly. In your opinion, how optimal is the inflation targeting policy? Did it give all its fruits? And to what extent are the complaints of business based on the fact that there are not enough free money in the country, there are no available credits for the development of production and economy? Vladimir Putin: Targeting inflation is the right process. If we want the economy to be healthy, it would inspire confidence on the part of investors, this is an indispensable part of our policy. This is a balanced budget and monetary policy, which is the responsibility of the Central Bank.

But people who live in regions where budgets are not self-sufficient, they certainly are not to blame for this. So for many previous years, what do we do? Aligning these budget revenues and, indeed, the regions in which the country invested for decades, and maybe a hundred years, huge resources ... The country invested, including those that we call today are not self-sufficient (from there, too, were taken resources).
Therefore, the redistribution from the donor regions (now we have 12 of such donor regions) to other regions of the Russian Federation is fair. And we will do this carefully, without undermining, of course, the desire of the donor regions to develop their economies further.
Now about the restructuring. I have already spoken now, and, in my opinion, the Government has already publicly said this: what decisions have been made? Decisions were made to restructure for seven years the credit indebtedness of almost all regions of the Russian Federation: for seven years at five percent.
Regions that will ensure the growth of the tax base is not lower than inflation, will receive this installment not on 7, but for 12 years. This will enable the regions to obtain an additional aggregate gain of 430 billion rubles, which should go to improving finances and development: both for social development and economic development.
And, in my opinion, this is extremely important. All regions took this with great enthusiasm, including the Novgorod region. Such regions as the Novgorod region will receive additional assistance. I want to emphasize this: additional help (except what I just said).
And we do not have many regions that require such additional assistance. There are literally three or four of them. But Novgorod is included in this number. This assistance will also be measured by billions of rubles.
What else is very important, in my opinion. This decision is not accepted. And I have not even talked with the Government about this yet. It is necessary to stop the unrestrained growth of often unreasonable crediting of regions of the Russian Federation in commercial banks for economically unreasonable high interest rates.

There is no Russian army on the territory of the Donbas. But there are really established certain military militia groups that are self-sufficient and ready to repel any large-scale military action against the Donbas.
We believe that this corresponds to the interests of those people who live in this territory, because if they do not have such an opportunity, the massacre you mentioned - and even worse than in Srebrenica - will be carried out by the so-called nationalist battalions . And nothing will stop them, including appeals - as some of my Western colleagues advised me - to human rights international organizations in the event of a development of events of this kind. As for the mission of peacekeepers. It was Peter Alekseevich Poroshenko who spoke about the need to first equip the OSCE staff, I immediately agreed. The OSCE immediately refused it, said that they do not have such experience, there are no people, and in general they do not want their employees to give weapons, because they immediately become targets for radical elements on both sides.
Then Peter Alekseevich said that it is necessary to ensure the security of the OSCE staff with the help of UN forces. As far as I know, there are not always such good relations between the regular army and these nationalist battalions, not always between the regular Ukrainian army and these battalions. Russia itself was difficult to form, of many Slavic tribes - sixteen or thirty-two tribes. In the end, Russia was formed, of which Kiev was the center. And in this sense our historical, spiritual and other roots give me the right to say that we are basically one people. I repeat, of course, you can not agree with me.

In process of development, as Ukraine, being close to the western borders of Russia, developed accordingly: there is a lot of remarkable originality in both language and culture - in everything. In Russia, all this is very fond of; consider this part of their own culture.
In the XIX century there were people who began to talk about the fact that Ukraine should be independent, independent. Do they have the right to do this? They have. But in 1954, they took the Crimea there in violation of the then applicable federal legislation, which required the consent of the Supreme Soviet of the RSFSR; it was decided by the presidium of the Supreme Council.

First, my attitude to this matter. I do not think that the situation is developing positively, unfortunately. There are more problems than their solutions. Yes, the decisions were made in recent years, yes, something has changed. Absolutely absolutely. I think that both the regional authorities and the federal authorities responsible for this, first of all the relevant Ministry of Construction, and there is a whole unit that must deal with housing and communal services, is clearly not working. Absolutely obvious.
What is the crux of the problem? The problem is that these so-called management companies collect money for utility bills and money on housing tariffs. What is the difference?
Communal payments are payments to supplying organizations for gas, electricity, water and so on, maybe for sewerage. And the housing tariff, housing payments are for everything that happens inside the house.
So management companies first collect money for everything, and then pay, including with resource organizations. And not always they pay in time and in full. And for this very few people are looking.
What do you need to do in this regard? It is necessary to cut off these management companies from the cash flow. And such a bill already exists, he, in my opinion, passed in the first reading, in any case, it is being studied there. We need to do this in the very near future.
Another decision that is accepted. They charge payments, often unreasonable, customers dispute. Now the management companies in connection with the prepared solutions will not just have to recalculate, but pay an additional 50 percent for an incorrectly issued account as a fine, you can say. And these decisions must necessarily be brought to an end.
Now about the tariff regulation. I said that there are two types of payments: communal and housing.
As for utility payments, there is federal regulation. The last couple of years, the maximum tariff increase is designated as 4 percent. Firstly, it does not stand, and on average even the increase in communal payments is not 4 percent, but, according to recent data, I watched yesterday, 8,8. This is generally no good at all. We also have a restriction - 4. Where did 8,8 come from?
But even worse, the second component is the so-called housing payments, this is something for which direct management companies are responsible and regions. There generally is no regulation, no upper ceiling. Therefore, for this part of the payments go off scale, on average now it has turned out, at this time, 23 with an excess of interest, and in places and months - over 30. In general, it's no good at all. What should be done? It is necessary to impose restrictions, of course, as well as on utility payments, to introduce regulation on housing payments, and this must be done immediately.
Well, most importantly, of course, it is necessary to ensure the timely construction of new facilities and the overhaul of existing ones in the development of the utilities system itself.

About what you said about the reduction of the network. I agree with you, in many cases this is unreasonable and unacceptable. With all the need to modernize the system, with all the fairness of the fact that we have a bed of funds not used to treat patients, but for prevention and recovery, while the technical means should be such that stay in a hospital bed should be reduced, and the number of people, which are passed through this bunk, to increase, yet, taking into account the vastness of our territory, the reduction of institutions is far from always justified. What in this sense should I do? Of course, first of all, general financing must be increased. It will be increased for the next year. In this year we, in my opinion, 3,8 of GDP approximately, according to the Ministry of Finance. Maybe they can diverge, these data, with some other departments.
