The development of technology and the search for a new balance in the economy: in St. Petersburg starts SPIEF-2017

The forum will be held from 1 on 3 June. 39 foreign ministers, more than 250 heads of the largest foreign companies, over 700 heads of Russian companies and about 2,5 thousand journalists will take part in its work.

The St. Petersburg International Economic Forum (SPIEF) opens on Thursday: it will last three days and will host more than 12 thousand participants from 133 countries on its site. This year, the forum will be held for the second time in the Expoforum exhibition and convention center, which is three times larger than the Lenexpo complex, where the forum was held until 2016.

SPIEF is held from 1997 year, from 2006 year it is held under patronage and with the participation of the Russian president. Given the scale of the forum, it deservedly can be considered the main economic event of the year.

Dozens of Russian and foreign funds and companies, including the Russian Direct Investment Fund (RFPI), VEB, Rosneft, RusHydro, the Russian Railways, plan to sign agreements and contracts for hundreds of billions of rubles in the framework of the forum.

Traditionally, the forum involves the first persons of states, members of the Russian government, heads of regions and major Russian and world companies, prominent public and political figures.

This year, special attention will be paid to key topics related to analyzing the main trends of the global economy, the issues of the Russian business agenda, as well as human capital as one of the key vectors of development. Do not be ignored and the scope of scientific achievements and technologies that have an increasingly noticeable impact on our lives.

First Person

In his greeting, published in the SPIEF magazine, the head of state Vladimir Putin noted that in 2017 the forum will be held under the slogan "In search of a new balance in the global economy."

"The world economy for the first time in the last few years begins to show signs of overcoming the recession. The forum will discuss how to consolidate the emerging trends, as well as assess the challenges and risks associated with the introduction of new technologies. The large-scale changes taking place today require the world community to take effective measures to improve the international management architecture in order to achieve the distribution of benefits from globalization for all strata of the population through concerted efforts. Thus, to ensure a stable and balanced development, "- said the President of the Russian Federation.

According to the Kremlin press service, in the framework of the SPIEF, Putin will hold a number of meetings with representatives of foreign countries, as well as communicate with Russian and foreign businessmen.

The UN Secretary-General Antonio Guterres, Prime Minister of India Narendra Modi, Austrian Federal Chancellor Christian Kern, Moldovan President Igor Dodon confirmed their participation in the SPIEF. 39 foreign ministers from 26 countries, heads of 72 regions of the Russian Federation, more than 250 heads of the largest foreign companies, over 700 heads of Russian companies and the order of 2,5 thousand journalists from 35 countries will take part in the forum.

The Russian President will participate in the panel discussion "Russia-US Business Dialogue" and hold talks with the Federal Chancellor of Austria and the UN Secretary General. On the final day of the forum, Putin will attend the ceremony of naming the Arctic tanker "Christophe de Margerie" - a vessel of the unique ice class Arc7, designed for the Yamal LNG project.

The cross-cutting theme of the forum will also be the development of Russian regions. Within the framework of the official program, presentation of the results of the national rating of the state of their investment climate will be held.

Global digitalization

The leitmotif of the forthcoming forum will be the development of digital technologies and their impact on the Russian economy. SPIEF participants will discuss the impact of digital technologies on the fuel and energy balance, real sales in augmented reality, the possibilities of artificial intelligence, the evolution of financial sector technologies, the digitization of the East and the West, global cyber threats, a digital revolution in healthcare, and the protection of intellectual property in the digital economy.

It is expected that one of the key topics of the forum will be a program developed by the Ministry of Communications of the Russian Federation for the development of the digital economy that will reduce Russia's lag in the sphere of high technologies from the most developed countries. According to the state corporation "Rostekh", Russia lags behind the developed countries in terms of the share of the digital economy in the total GDP, but now there is a rapid growth in the related sectors.

The program, which so far exists in the draft version, should provide practically 100% access of the population to broadband Internet to 2025 year. The draft program contains nine areas: regulation, information infrastructure, research and development, management system, human resources and education, information security, public administration, smart city and digital healthcare.

Russia and the World

A large number of panel discussions and business dialogues devoted to the economic relations between Russia and the world will be held in the framework of the SPIEF. Thus, prospects for economic cooperation with Serbia, France, Germany, countries of Africa and Latin America will be discussed.

The topic of Russian-Japanese relations will become one of the main topics on the forum. According to the chairman of the Russian-Japanese business council, the president of "Business Russia" Alexei Repik, the forum expects an unprecedented level of presence of the first persons of Japanese companies that used to visit Russia very rarely. This is Mitsui & Co president and CEO Tatsuo Yasunaga, chairman of the board of Kawasaki Heavy Industries Shigeru Murayama, chairman of the board of directors of Marubeni, Teruo Asada. It is expected that the participation of the Minister of Economy, Trade and Industry of Japan Hiroshige Seko, responsible for the development of economic relations with Russia.

A number of discussions will be devoted to the prospects for development and cooperation within existing economic unions. For example, there will be discussions on a strategic partnership between India and the Eurasian Economic Union, on new approaches to economic integration within the BRICS, on the prospects for the formation of a large Eurasian partnership, and others.

One of the key discussions of the forum will be devoted to the formation of the brand Made in Russia ("Made in Russia"). The participants will discuss the possibilities of non-financial support for exporters and their products, including the creation of an umbrella national brand that will help consumers in all corners of the world choose Russian products in stores.

The discussion will be attended by the head of the Ministry of Industry and Trade Denis Manturov, the general director of the Russian export center Petr Fradkov, the governor of the Tula region Alexei Dumin, representatives of VEB and the Agency for Strategic Initiatives.

Education at the SPIEF

Education and training are traditionally the most important topics for discussion at the SPIEF. On the first day of the forum, 1 June, the panel session "Education of the Future: Alternatives and Opportunities" will be held. Participants will try to guess what kind of education will be in 5-10 years, how new technologies will transform traditional formats and to what extent the role of business in development will increase This industry.

Among the speakers are the head of Rosobrnadzor Sergey Kravtsov, the director of the British Higher School of Design Anastasia Butrym, the director of the direction "Young Professionals" of the Agency for Strategic Initiatives Dmitry Peskov.

The guests will discuss how new technologies and digitalization processes today are changing approaches to education, universities and countries, which are leading in the field of digital educational services, will be called.

On the last day of the forum, 3 June, the theme of the business breakfast will be the impact of the quality of medical education and research on the country's position in the rating of investment attractiveness. The participants, including the deputy head of the Ministry of Education and Science Lyudmila Ogorodova, the deputy minister of industry and trade, Sergei Tsyb, the director of the drug supply department of the Ministry of Health, Elena Maksimkina, the governors and rectors of medical schools, will discuss the implementation of the Strategy for scientific and technological development of the Russian Federation in terms of high-tech public health and pharmacy, For the coming years, existing barriers to the development of the pharmaceutical market. In addition, the forum guests will try to answer the question of how to improve the efficiency of research and development in Russia and increase the volume of export of drugs.

Health problems

Within the framework of sessions on healthcare, on the first day of the forum, experts will discuss in the panel discussion the effectiveness of health care, its accessibility to the population and the quality of medical care provided. The session will be attended by the First Deputy Minister of Health of the Russian Federation Igor Kagramanyan, the chief freelance specialist of the Ministry of Health of the Russian Federation for Emergency Care Sergei Bagnenko, the president of the Russian Union of Industrialists and Entrepreneurs Alexander Shokhin and others.

In the panel session of the 2 forum on June, the Minister of Health of the Russian Federation Veronika Skvortsova will take part. The event will discuss issues related to the transition of the Russian Federation to digital healthcare. By 2019, the RF Ministry of Health plans to complete the creation of telemedicine as a communication system between medical organizations of different levels.

At present, the global world problem is the formation of resistance to antibiotics. Meeting the challenges of overcoming antibiotic resistance requires an intersectoral approach: it must be to achieve extremely low concentrations of antibiotics in foods, on the other hand, doctors need to avoid the excessive prescription of antibiotics. These issues will be discussed on the third day of the forum in the framework of the panel session "Sunset era of antibiotics - a new challenge to humanity." Representatives of the Ministry of Health of the Russian Federation, Rosselkhoznadzor, pharmaceutical business, as well as nutritionists will take part in it.

Environmental issues

The forum participants will not ignore the key problem for the whole world - preservation of the ecological balance. On Friday, 2 June, the panel session "Russia in global" green "policy: forced participation or prospects for development" will take place. The session participants will discuss the use of new formats and interaction opportunities to reduce the impact on the environment.

The panel session will be made by Deputy Prime Minister Alexander Khloponin and Minister of Natural Resources and Environment of the Russian Federation Sergey Donskoy. Representatives of major financial and industrial companies will also participate in the discussion, including Oleg Deripaska, president and member of the board of directors of RusAl; Dmitry Strezhnev, Chairman of the Board of Directors of EuroChem Mineral and Chemical Company, President, Chief Executive Officer of Carlsberg AS Kees T'Hart, Chairman of the Board of Rosnano State Corporation Anatoly Chubais.

On Saturday, 3 June, the "Clean Beach" action is planned. In the course of the action, exercises will be held to eliminate the effects of oil spillage and clean the beach in the village of Solnechnoye in the resort area of ​​St. Petersburg. One of the teams will be headed by Donskoy.

Problems of modern journalism

Within the framework of the SPIEF, the Summit of Information Agencies will be held for the fourth time, the organizer of which is traditionally TASS. The participants of the event will discuss the theme of the challenges of the modern information world and the development of new media, which made fake news the number one problem for modern journalism. The participants of the discussion will try to find answers to the questions, how to distinguish the truth from lies, when the sources and channels of information dissemination are increasing every day; How to deal with informational embezzlement and attempts to manipulate public opinion; Is an era waiting for us when it's impossible to distinguish the truth from lies, and the material that gets the most views and likes will be considered reliable?

The problem of spreading fakes was attended not only by the media around the world, but also by the largest Internet platforms. Facebook and Google in partnership with the world's leading media develop and implement content verification systems for authenticity.

The moderator of the meeting will be the first deputy general director of TASS, Mikhail Gusman, who is also the vice-president of the World Council of News Agencies, and the general director of the Italian news agency ANSA, Giuseppe Cherbone.

Participation in the discussion will be hosted by AFP Europe Director Christine Byagiar, TASS Director-General Sergey Mikhailov, Kyodo Director of the International Department of the Japanese Information Agency Kakuya Ogata and Ian Phillips, Vice-President for International News of the Associated Press Agency (AP).

Within the framework of the forum, Vladimir Putin's traditional meeting with representatives of world news agencies will take place, which is already organized for the fourth time by TASS. Its participants will be able, in a free regime, to receive from the head of the Russian state the answers to the most pressing questions.

Culture and Sports

The cultural program of the forum this year will include for the first time a new format - visiting the museums of St. Petersburg and the palace and park ensembles in its suburbs upon presenting the SPIEF badge as a ticket. In particular, in the Central Exhibition Hall "Manezh" 2 June, you can see the photo exhibition Best of Russia and the work of sculptor Dasha Namdakov.

On the last day of the forum on the Palace Square of the city the festival "St. Petersburg Live" will be held, dedicated to the 55 anniversary of the birth of Viktor Tsoi. Famous rock singers and bands will perform the songs of the legendary musician. For lovers of classics this day in Alexandrinque will perform the Milan Symphony Orchestra named after Giuseppe Verdi.

The sports program of the forum in 2017 has been doubled compared to the previous years. In the framework of the SPIEF-2017, in particular, there will be a gala match on hockey. Weather and safety

However, weather conditions during the forum leave much to be desired: all three days in St. Petersburg are expected to rain, and the air temperature will not exceed 10 degrees of heat during the day and 7 degrees at night.

According to the governor of the city Georgy Poltavchenko, during the forum the security measures will be strengthened to prevent possible terrorist threats. Poltavchenko did not disclose details, but assured that the city "is doing everything necessary to identify and prevent possible negative manifestations, especially terrorist ones."

The emergency services headquarters will operate at the SPIEF site. The emergency repair teams of Lenenergo, Vodokanal, GUP TEK and Petersburggaz will be on duty around the clock. In case of an abnormal situation, they can quickly solve the problem. 20 ambulances are allocated for the forum, two emergency helicopters are reserved, 12 thousand beds are reserved in 1,5 hospitals.
