The talks are devoted to the problems of the Syrian settlement, taking into account the joint work in the Astana format. Further steps to ensure the long-term normalization of the situation in the country were discussed.

Vladimir Putin: Dear Mr. Ruhani! Dear Mr. Erdogan! Dear colleagues!

First of all, I would like to thank all of you for having accepted the invitation, have arrived in Russia, in Sochi, to discuss our further joint work in the Syrian direction.

Large-scale military operations against terrorist gangs in Syria are coming to an end. I note that thanks to the efforts of Russia, Iran and Turkey, it was possible to prevent the disintegration of Syria, to prevent its capture by international terrorists, to avoid a humanitarian catastrophe. Indeed, militants in Syria suffered a decisive blow, and there was a real chance to end the long-term civil war.

Less than a year ago, we initiated the launching of the Astana process, took upon ourselves the responsibility to guarantee the implementation of the agreements reached, to promote the inter-Syrian dialogue in Geneva under the auspices of the United Nations. For the first time at one table, representatives of the government and the armed opposition were able to gather.

I want to note the special role of the President of Turkey, the President of Iran. If it were not for your position, the Astana process would simply not have existed: there would be no cessation of hostilities, there would be no ceasefire, there would be no de-escalation zones.

As a result of seven rounds of meetings in Astana, crucial decisions for Syria have been implemented and implemented, the ceasefire has been observed, and four zones of de-escalation have been established and are functioning in key regions of the country. It can be stated with certainty that we have approached a new stage that opens the possibility of starting a real political settlement process.

I believe that our efforts should be focused on ensuring long-term normalization in Syria, first of all, I mean the process of political settlement with the finalization of these negotiations within the framework of the Geneva process, and in helping to settle the country in the post-conflict period. Today's meeting is precisely aimed at solving this strategic task.

We have to discuss in detail the further joint steps in order to consolidate and develop these positive changes in Syria. We will exchange views on how to give a powerful impetus to a political settlement on the basis of resolution 2254 of the United Nations Security Council. Let me remind you that this document stipulates the launching of a broad inter-Syrian dialogue involving all ethnic and religious groups without exception.

This is exactly what the initiative we are supporting is calling here in Sochi, the Congress of the National Dialogue of Syria. I propose today to discuss the parameters of this forum. The Syrian people have to determine their own future, agree on the principles of the state system. It is obvious that the process of reform will be difficult, will require compromises and concessions from all its participants, including, of course, the government of Syria. I hope that Russia, Iran and Turkey together will make the most active efforts to make this work as productive as possible. I am convinced that the success of the forthcoming reforms largely depends on the solution of the social and economic problems of Syria: the restoration of industry, agriculture, infrastructure, health and education systems.

No less important is the humanitarian dimension, including targeted assistance to the population, the clearance of the liberated territories, and assistance in the return of refugees.

By the way, dear colleagues, after our decisions and the implementation of the creation of zones of de-escalation hundreds, thousands of refugees are already returning to their homes. Given the colossal scale of destruction, one could think together about the development of a long-term comprehensive program for the revival of Syria. Experts of our countries carried out serious preparatory work on the meaningful filling of today's negotiations. Therefore, I am confident that the discussion will be substantive and effective, and the agreements reached will serve to further restore peace and security in Syria, strengthen its sovereignty, unity and territorial integrity, and in general will contribute to the stabilization of the situation in the Middle East.

It is encouraging that in less than one year since the start of the Astana process, the three countries: the Islamic Republic of Iran, the Russian Federation, the Turkish Republic - have made extensive efforts to counter terrorism and extremism, and have prepared the appropriate ground for a political settlement of the crisis in Syria. Today a new prospect opens for the end of the crisis in Syria. I am very glad that the three countries, emphasizing the territorial integrity, national sovereignty, independence and unity of Syria, pledged to work closely to create peace and stability in Syria.

The crisis in Syria from the outset was accompanied by direct foreign intervention, including by placing equipment and supplies with weapons and all-round, all-round support of the militants, who later created the core of the IGIL and An-Nusra and were used to fan the flame of terrorism in that country. This is an important factor for delaying the crisis. Fortunately, today we are in a situation where the main foundations of IGIL are destroyed. The remaining terrorist groups are on the verge of their disintegration. And this victory, no doubt, we owe the courage of the Syrian people, as well as volunteers, fighters and brave young people who destroyed the devilish fortresses of terrorism and extinguished the flame of evil. They are the vanguard of the international community in the fight against the abominable barbarism that threatens the entire human civilization. It is necessary to continue the fight against terrorism in order to eradicate the last cells of terrorism and all the swindlers in Syria and that more Syrian people should not be under the yoke of terrorism and terrorist actions.

If the peoples and countries of the region now need to learn from the artificially created crisis in Syria - this lesson is that some powers that claim to democracy and human rights, in order to achieve their short-sighted goals in the region, do not refuse to make extensive use of the tools of terrorism and violence in the region. The lesson these powers failed to grasp is that the consequences of supporting terrorism and extremism will not remain in one region, and this evil will spread to all regions of the world.

Today the region is on the eve of new conditions for the elimination of violence. And those who created terrorism, with concern and fear before the defeat of terrorism and the transfer of violent Salafism to their country, are trying to create a new crisis. And that stability, and the efforts that the countries of the region, including Iran, are making, they call into question.

The people of Syria fought for more than six years with terrorism, which was provided with finances, weapons and intelligence from foreign countries, in this unequal struggle needed the support of friendly peoples and governments. And in this regard, the Islamic Republic of Iran was the first state, the government, which responded to the call of the government and the people of Syria to help fight terrorism. We responded positively to this call and supported the unified government of Syria, and with the aim of fighting and destroying terrorists, preventing the repetition of this model of destabilization of Muslim countries, similar to what we saw in Afghanistan and Iraq, we helped our people to return to peaceful and safe life.

Iran, and before that in Afghanistan and Iraq, everything we had to ensure security, the restoration of the two states, as well as the fight against terrorism, we used all our capabilities. And in this work they cooperated with the legitimate governments of these states. In the fight against international terrorism, we are very serious, ready at the request of other countries in the region to provide them with such assistance.

Unfortunately, some countries in our region, following the United States and the Zionist regime, are engaged in creating disagreements and differences among the peoples of the region and want to shift to others responsibility for the result of their unfriendly policies based on the creation of a split.

One of the manifestations of the practical policy of Iran, which actively participates in the Astana format, is the fight against strife and turmoil. And our strategy is to cooperate and compete, our strategy is based on coordination, control, on cooperation with the people, on friendship, not on enmity.

I declare that all the efforts of the Islamic Republic of Iran are based on the principles and norms of international law and the Charter of the United Nations, legitimate cooperation, and are also based on supporting stability in the region. And here our cooperation also shows that our countries, through cooperation, destroyed the rotten body of terror in the territory of Syria, and we scattered the dense shadow of IGIL in this country. We outlined a clear perspective for the region.

In our conditions, our high mission is not only to combat terrorism, but also to use force to eradicate various forms of discrimination and poverty. Therefore, it is necessary to expand and deepen contacts and regional institutions. We can develop this approach, we can form a more powerful region and together use all its advantages.

Today, when we are on the eve of holding the Congress of the National Inter-Syrian Dialogue, I consider it necessary to note the following points for achieving the result.

First. The fight against terrorism has not yet ended, and in no way, given the recent victories against IGIL, should we not fight the spread of terrorism in the region. It is necessary to help the people of Syria, so that until the complete defeat of terrorism in Syria they continue this struggle.

Respect for the national sovereignty of Syria, of course, is an integral part of the struggle. And there is no reason for the presence of foreign forces in Syria without the permission of the legitimate government of this country. And for many years of struggle against terrorism and their patrons, the people of Syria is in a situation in which, using new conditions, it can create a future in which the necessary needs, national diversity, ethnic diversity would be guaranteed to the people, the people's democracy, the people's democracy would be stabilized . And the people of Syria will not allow foreigners to interfere in internal affairs. Any case that contradicts the national sovereignty, territorial integrity, unity and independence of this country, of course, will be opposed.

Third. The role of the international community in the future of Syria should, of course, be aimed at helping the people of this country to achieve stability, to eliminate the suffering of this people, and to put an end to foreign interference and the imposition of another's opinion on the people of Syria.

On this path, the provision of all-round humanitarian assistance is very important on the political agenda. In order to reduce the suffering of the people of Syria, it is necessary to include this in the agenda, create the necessary conditions for the voluntary return of refugees to their native lands. Cooperation between countries and international organizations is needed here.

The restoration of Syria, as well as the economic development of this country, requires the full support of the international community with an emphasis on the reconstruction of the damaged and destroyed infrastructure, as well as the creation of production opportunities in this country, taking into account the participation of regional countries. And just today's meeting is the beginning of this new stage. Our joint efforts over the last 11 months have shown that only taking into account the political coordination of cooperation, the implementation of agreements, we could achieve success in stopping terrorism and violence.

As for the National Congress, in order for this Congress to succeed too, it is necessary to coordinate the positions of all three countries at all levels.

In the end, I would like to thank the people and the government of Kazakhstan for organizing the meeting of the Astana format, the people and the government of Turkey, Mr. Erdogan, the Government and people of Russia, Mr. Putin for coordinating and holding meetings in the Astana format. I sincerely thank you all!

I hope that the continuation of this trilateral cooperation will prepare the appropriate ground for an early settlement of the crisis in Syria, as well as to resolve this debilitating conflict.

The achieved result is significant, but we do not consider this result sufficient. We believe that all parties concerned should make a significant contribution to the political settlement - to establish political stability, a truly lasting settlement of the issue for the Syrian people.

The meetings of the heads of the general staffs of our countries were held. And this tripartite summit will be the result of all the meetings that took place.
